Decentralised Governance

This focus area aims to strengthen citizen and community participation in local governance structures. It promotes democratic engagement by establishing and operationalizing platforms such as Ward Development Committees (WDCs) and Constituency Development Fund Committees (CDFCs). These structures are essential for inclusive decision-making and ensure that communities are at the centre of development planning and service delivery. The plan also emphasizes building institutional capacity at all sub-national levels—provinces, districts, and wards—to enhance coordination, accountability, and responsiveness to local needs.
Fiscal Decentralisation

To support devolved responsibilities, the plan focuses on enhancing financial capacities at the local level. This includes reviewing and developing equitable allocation formulas for the Local Government Equalisation Fund (LGEF) and Constituency Development Fund (CDF), promoting own-source revenue generation by local authorities, and establishing strong financial management systems. The goal is to ensure that local governments are financially empowered and accountable, enabling them to implement development programmes effectively and sustainably.
Policy Coordination

The implementation plan seeks to devolve functions from central government to local authorities and sub-district structures. This means transferring decision-making authority, responsibilities, and resources closer to where services are delivered. Key services such as licensing, local infrastructure management, health, and veterinary services will be shifted to local authorities. The focus also includes restructuring provincial and district administrations to better manage devolved functions and improve operational efficiency.
