Headline findings reported by TI-Z
The brief reported Livingstone (73%) and Katete (72%) as the leading overall performers, and Petauke (48%) and Kasama (47%) as the lowest-scoring pilot districts. These are findings from the selected pilot indicators, not scores for every decentralisation responsibility.
How the assessment was assembled

TI-Z selected indicators from four objectives in the 2023 National Decentralisation Implementation Plan.

The pilot combined quantitative and qualitative questions in an online collection tool.

Data for the published brief was collected in 10 selected districts between April and July 2025.

Because uniform district-level targets were unavailable, district progress was compared with the best-performing district and combined using weighted averages.

Findings were discussed with district officials and at a national stakeholder validation session.

The current district dashboard should be read as evidence from these selected locations, not a ranking of every district in Zambia.
Important limitations
- The dashboard is independent third-party monitoring by TI-Z; it is not the Government's official national monitoring system.
- It covers selected indicators and does not measure every policy objective, implementation activity or public service function.
- The displayed district profiles currently cover the pilot districts and should not be read as national coverage.
- Comparative scores depend on the available best-outturn values and are not a substitute for uniform national or district targets.
- 2025 monitoring information and records from additional districts are still being collected and verified before publication.
Actions proposed by TI-Z
- Strengthen Local Authority financial management and revenue mobilisation systems.
- Scale up public awareness, sensitisation and capacity building.
- Improve coordination and communication across national and district levels.
- Finalise and disseminate guidance for aligning subnational structures with Ward Development Committees.
- Promote evidence-based peer learning among Local Authorities.
